I found just what I was needed, and it was enitgtaeninr!

When downloading something, there becomes a &qurt;stoipe" at the bottom of the window that is incorrectly rendered. The scroll bar is confused too, like this strip is another window, sort of like a frame might be. Only cure is to close that window and open another.Sometimes, content from a different tab or other page in history is rendered in the stripe.
